LIGO Exploration Center Project and Construction Management Support

CalTech contracted Lucas to provide Project and Construction Management Services for the acquisition, design, and construction of the LExC. Our work was performed in two phases, Acquisition Support and Contract Project & Construction Management.

Services included:
 

  • Design and Construction Acquisition Strategy

    • Identified a design/build approach utilizing pre-engineered steel structure system

    • Minimize on-site construction activities, avoiding excessive ground vibration that adversely impacts LIGO instruments

  • Functions and Requirements development

  • Owner’s Engineer during design and construction phases

  • Construction Management and oversight

Hanford Reach Interpretive Center - Project and Construction Management

The City of Richland, WA, requested Lucas to provide a Project Manager to lead the design and construction for the planned Interpretive Center that was in serious jeopardy of not going forward.  Lucas worked with HRIC Board to develop a new scoping of the HRIC to be executed in a phased sequence of buildings on a campus layout to get the project back on track.

 

This project involved the design/build of a high-profile public building, extensive client collaboration, development of concepts, development of design/build performance specifications, project and construction management and engineering support during construction.

Our support included:

​

  • Requirements for the 17,000 square foot pre-engineered steel structure building

  • Project Execution Plan

  • Procurement management, including scopes of work and acquisition documents

  • Project controls for all aspects of project execution

  • Design/build management

  • Site management during construction

  • Managing construction and installation of exhibits

  • Volunteering our lead biological scientist to work with the U.S. Department of Fish and Wildlife

WRPS Advanced Modular Pretreatment System - Project Integration and Engineering Support

In support of the WRPS AMPS project, Lucas has supported development of the Alternatives of Analysis, provided Project Integration Management to the Critical Decision – 1 submittal, and prepared the process engineering portion of the Conceptual Design documents.

Our support has included the following:

  • LAW Pretreatment System Analysis of Alternatives

    • Developed in Accordance with DOE O 413.3B, Program and Project Management for the Acquisition of Capital Assets and DOE G 413.3 22, Alternative of Analysis Guide.

  • Project Integration Management in preparation of CD-1 Submittal

    • AMPS Project Management Plan/ Project Execution Plan.

    • Integrated Project Team Charter.

    • Project Definition Rating Index, used to identify the project readiness throughout the Critical Decision process.

    • Lessons Learned from the TSCR Project, a precursor to AMPS.

  • Process Engineering support to conceptual design development –

    • ​Material Balance.

    • ​Process Flow Diagram.

    • Piping and Instrumentation Diagram.

    • Process Description Input.

GlassWRX – Beaufort, SC Production Facility Upgrade and Process Engineering

Lucas supported our client in retrofitting an existing production facility, built in the mid 1970’s, to accommodate a cutting-edge processing facility.  Our support included overall program management, project management for the facility upgrades, design engineering, construction management, field engineering, and management for transition to operations.
