The Oak Ridge Nuclear Renaissance: What It Means for Engineering Contractors in 2026

Since its inception, Oak Ridge has built things quietly. For eighty years its biggest facilities have done national-security work that doesn't show up in press releases. That's changing. Right now, Oak Ridge and East Tennessee are seeing the largest concentration of nuclear construction and modernization activity anywhere in the country, and the whole world is watching this "Secret City".

If you work in engineering, project delivery, facility operations, or skilled trades this matters. A plan this big doesn't just create jobs for large prime contractors; it relies on the support of specialized engineers, trade workers, and nuclear & DOE experience beyond the current local capacity. Understanding what's driving the boom is the first step in deciding whether you will capitalize on this opportunity.


Three things happening at the same time


Uniquely, the opportunities at Oak Ridge aren't being created by one single effort. Three very different kinds of nuclear work are all accelerating in the same place. Imagine Silicon Valley in 2007.

The Uranium Processing Facility (UPF) at the Y-12 National Security Complex is one of the largest construction projects in Tennessee history. In mid-2025 the project moved into the last phase of construction. The facility is designed to replace 1940s-era buildings that no longer meet modern safety standards. Full operations are now expected around 2034, and the older Building 9212 has to be kept running safely until then. For contractors, that long runway brings sustained, multi-year demand. Alongside the new construction, the Oak Ridge Office of Environmental Management recently completed the demolition of the Manhattan-era Alpha-2 building (the largest demolition the office has ever done) with more aging facilities' demolition to follow. Modernization and cleanup are running in parallel.

A few miles away, the Tennessee Valley Authority is pursuing what could become the first utility small modular reactor in the United States. TVA submitted a construction permit application to the Nuclear Regulatory Commission (NRC) for a GE Vernova Hitachi BWRX-300 reactor at its Clinch River site, the NRC accepted it for review. The Department of Energy has now backed the effort with a major grant. Site preparation could begin as early as this year. TVA has also signed a much larger SMR deployment program, described as the largest in U.S. history, that envisions gigawatts of additional capacity. While the federal support is hot, TVA is putting the funding towards shortening the timeline - including hiring contractors of all sizes. Each of these steps relies on specialized design, licensing, site-readiness, and construction-support work.

On the site of the former K-33 gaseous diffusion plant, Kairos Power is building its Hermes demonstration reactors, the first non-light-water reactors constructed in the U.S. in over 50 years. Construction on the first Hermes reactor began in 2025, while the larger Hermes 2 plant broke ground in early 2026. Kairos chose Oak Ridge specifically for its workforce, its proximity to Oak Ridge National Laboratory and the University of Tennessee, and the infrastructure opportunities created by decades of DOE work.


Tying all of this together is Oak Ridge National Laboratory itself, which remains the epicenter of the region's nuclear expertise and future. ORNL's tools and research capabilities are being used by reactor developers across the country, which keeps bringing advanced nuclear startups and Fortune 500 energy companies to the area.

Why the nuclear revival in Oak Ridge is important for engineering firms


Here's the part that's easy to miss if you only hear about the big primes in the headlines. A movement this large and this broad creates a capacity problem.


Local building trades are openly reporting a labor shortage despite billions of dollars of work in the region. As demand outpaces the available workforce, the people hiring (utilities, reactor developers, M&O contractors, and supporting firms) need options to turn to. That's true for skilled trades, and it's just as true for the engineering, radiological, and operations-readiness work that sits behind every one of these projects.


The work also comes with a wide range of requirements. A national-security modernization project at Y-12 carries different compliance and security demands than a commercial SMR at Clinch River or a Gen IV demonstration reactor by Kairos. Firms that specialize in one of those worlds sometimes leave demand in the others. Firms that have spent decades navigating Department of Energy requirements (project management under DOE Order 413.3B, radiological controls, environmental compliance, operational readiness reviews) already speak the language that all of these project types require.


The value of DOE experience for the Nuclear Future of Oak Ridge


Firms with a long history of DOE work provide tremendous value.


The challenges Oak Ridge is working through right now include updating Cold War-era facilities and documentation, managing radiological and environmental risk during construction and demolition, operating new nuclear facilities, and quickly building reliable teams. These are the same challenges the Hanford Site in Washington State has worked through for decades. The regulatory framework is the same. The safety culture expectations are the same. The trial-and-error lessons about how complex DOE projects succeed or stall are transferrable.


That's the bridge. The inspired young minds behind startups and new initiatives are fueling the growing nuclear industry, but firms with the nuanced experience of DOE work, public safety assurance, and regulatory compliance provide irreplaceable value. An engineer who has spent thirty years delivering projects in one DOE environment doesn't need to relearn the fundamentals to be useful in another. They need local presence and excitement for this knowledge transfer.
