For 25 years, Lucas Engineering and Management Services, Inc. has delivered performance. The breadth and ability of our talent exemplifies the philosophy of “Expertise born out of experience.” Lucas works in high-risk operations, providing clients with subject matter experts, project managers and engineering services.

The Organizational Performance Improvement Services (OPIS) Team grew out of demand 10 years ago by our clients, and continues today. The original market for Conduct of Operations and Human Performance Improvement expanded into Root Cause Analysis, Conduct of Work, leadership development and safety management.

Our Mission

To develop stronger, more resilient organizations by improving the performance of the people at their core. Focused Human and Organizational Performance (HOP), Conduct of Operation, Leadership Training that strengthens how work gets done and improves outcomes at every level. We specialize in translating training and facilitation into everyday language, practical tools, and repeatable habits that work in the real world.

Joe Estey

Joe Estey is a nationally recognized expert in Human & Organizational Performance (HOP) with over 40 years of experience helping organizations learn from real work in complex environments. Joe has led over 150 incident analyses and learning team events for DOE, OSHA, and Fortune 500 organizations. An award-winning author and consultant, Joe has been recognized by two U.S. Presidential administrations for public service and leadership and serves on the National Board of Directors for the Community of Human & Organizational Learning (CHOL).

Sr. Performance Improvement Specialist

Lloyd Keith

Lloyd Keith is a respected leader in organizational performance and safety with more than 40 years of experience driving excellence in high-risk, complex environments. He has built and rebuilt workforce training programs across nuclear and industrial facilities. A U.S. Navy nuclear power veteran, Lloyd has guided large-scale workforce training initiatives, shaped national HOP best practices, and helped organizations strengthen safety, reliability, and operational discipline through leadership, mentoring, and commitment.

Support Specialist

Bethany Estey

As a Support Specialist, Bethany Estey designs and delivers HOP-based micro-learning content that helps organizations translate human performance principles into everyday practice. As a content creator and social media lead, she develops clear and engaging messaging that connects leadership, safety, and learning in ways that resonate across various industries. Bethany also serves as Event Director for Lucas OPIS Intensives, coordinating immersive learning experiences that support operational excellence and organizational growth.
