Ken K. Lucas, PE

President and Director of Engineering Services
Ken is the founder of Lucas and is currently the company President and Chief Engineer.  Ken has over 33 years of experience in the nuclear industry.   He is a Licensed Professional Civil Engineer.  Ken began his career as a project engineer and project manager with the Department of Energy’s Richland Operations Office.   He left the DOE in 1991 to go to Westinghouse Hanford Company till 1994, when he and former partner John Anttonen founded what then Anttonen Lucas Associates, now Lucas Engineering and Management Services.    Over this period Ken has established himself as a highly respected senior management consultant and expert in the areas of strategic planning, project management, and engineering management.    Ken is committed to the continued development of Lucas has a recognized center of excellence for services to the environmental, nuclear, and energy business sectors.  

Chris D. Lucas

Director, Operations Services

Chris has over 30 years of nuclear facility operations experience in progressive and varied positions.  Over twenty nine years in key Operations, Maintenance and Project management positions.  He brings expertise in the areas of project management, nuclear fuels operations, conduct of operations/maintenance, Integrated Safety Management System (ISMS), human performance improvement, environmental management, waste management, water treatment operations, organizational management, and team building.  He has proven leadership and management abilities over a wide variety of functional areas highlighted by a key position at the Hanford Spent Nuclear Fuel Project as the K-West Basin/MCO Production Project Manager responsible for the processing and removal of over 2100 metric tons of spent fuel from degrading storage pool conditions to safe dry storage.  Chris is experienced in successful Operational Readiness Review preparation and execution, including performance of assessments.

John T. Koberg

Director, Project and Construction Services
John has Director of Lucas Project and Construction Services operations since 2001. Mr. Koberg is highly experienced in project management, construction management, and contract administration for both federal and commercial projects.  His over 35 years of experience also includes field engineering, and inspection on the design and construction of commercial, industrial, utility, and nuclear projects.  His project management experience includes the management of design and construction activities on projects with values up to $300M. John is highly experienced in the establishment and implementation of project management systems and procedures in compliance with federal requirements.

Clifford J. Stephan, CHP, CIH

Director, Radiological and Waste Services and ESH&Q
Cliff is a Certified Health Physicist (CHP) and Certified Industrial Hygienist (CIH) with over 24 years of professional experience in the related fields of hazardous waste and radioactive waste management, nuclear safety compliance, and radiological engineering.  He has demonstrated expertise in the field of NRC, RCRA, TSCA, and DOT regulations that concern TSDF rules, characterization, management, transportation, and disposal of hazardous, NORM, and mixed wastes. His has proven leadership skills for directing administrative and technical personnel. Cliff previously served from 2001 to 2009 as Tetra Tech EC, Inc. Corporate Radiation Safety Officer/Health Physics Manager responsible for providing health physics technical direction, support and supervision to various Tetra Tech remediation activities and design activities. Cliff joined Lucas in 2009 to lead our radiological and waste services operations, as well as service as corporate ESH&Q manager.  Cliff has a demonstrated ability to manage special projects and accomplishes challenging projects ahead of schedule.

Jim Schildknecht

Manager, Operations/Maintenance and Training Programs
Jim has over 35 years of experience in commercial nuclear, DOE nuclear/non-nuclear and fossil power/mining operations. He has held leadership and management positions in Construction Engineering, Maintenance Engineering, Facility Operations, Conduct of Operations, Maintenance Management Programs, ESH&Q, Performance Assurance, Technical Training, and Facility Deactivation & Decommissioning. He worked for DOE-Hanford contractors and other DOE site contractors for 26 years. In these roles, he provided support to senior management in Organizational Development, Formality of Operations/CONOPS, and implementation of Human Performance Improvement (HPI) initiatives. He is considered an expert in conducting incident critiques/investigations, and leading analysis/redesign of critical organizational work processes. Jim has several years of experience in developing, implementing, and assessing contractor operations, quality, safety and security management programs and initiatives, such as High Reliability Operations, Integrated Environment & Safety Management Systems (ISMS), Enhanced Work Planning (EWP), Voluntary Protection Programs (VPP), Total Quality Management (TQM), and HPI.
